Over the past 20 years, total enrollment in Virginia public schools has grown steadily—but highly unevenly—across the state. While the overall population grew in 71 percent of Virginia localities between 2008 and 2013, public school enrollment increased in only 31 percent, and a majority of school divisions reported enrollment declines.
